Md. Rafiqul Islam was born in a respectable Muslim family on May 24, 1957 in the district of Cumilla. Mr. Islam has been appointed as Advisor of Ishat Group.He has been Chief Business Consultant of Manami Group. He is also a Director of the Basic bank limited – where he joined on 12.07.2020 by the Financial Institutions Division, Ministry of Finance. He retired from Government service as Joint Secretary from the Ministry of Public Administration in the year 2017. He joined Government Service (Education Cadre) 0n 01.07.1985 and conducted classes on Management, Insurance and Banking in different Govt. Colleges until his lateral joining as Deputy Secretary in the Ministry of Public Administration in May 2005. Mr. Islam served the Ministry of Shipping, Bangladesh Road Transport Authority, Ministry of Post and Telecommunication and Ministry of Public Administration in different capacities till his last day of service. Mr. Md. Rafiqul Islam was a member of the Board of Directors of Teletalk Bangladesh Limited while serving the Ministry of Post and Telecommunication. He obtained Master’s in Management from University of Chittagong in the year 1983. Prior to that he completed his B. Com (Hons) from University of Chittagong in the year 1981.
He visited different countries like USA, Switzerland, Sweden, Italy, Japan, China, Hong Kong, Vietnam, Malaysia, Philippines, Thailand, Kuwait, India, and Kingdom of Saudi Arabia. He attended many trainings and seminars on Management at home and abroad in his colorful career. His major trainings were on Project Management, Audit Management, Procurement Act & Rules, Measures for prevention of Corruption, Advance Course on Administration and Development, Trade Facilitation, Negotiation Needs and Priorities for Bangladesh, E-file management System, ICT Development. He also attended training on Public Management Program in Malaysia; Health Information System International Event, Philippines; ITU Asia Pacific Centers of Excellence Training Workshop, Thailand; ITU Programme in Japan; Postal Financial Service India, Thailand, Switzerland and Management Training in Sweden.
During his service life he has contributed immensely towards the development of education systems and modernization of postal service. He is also involved in various socio-cultural organizations. He is the Chairman of Risk Management Committee od the Board of the Directors of the Bank. Besides, he is a member of Executive Committee of the Board of the Directors of the Bank.

Mr. Ripon Kumar Biswas ACA is a Qualified Chartered Accountant of the institute of Chartered Accountants of Bangladesh(ICAB),Income Tax Practitioner(ITP) of National Board of Revenue(NBR), Member of Dhaka Taxes Bar Association and Member of Company Law Practitioner’s Society. Mr. Ripon Kumar Biswas ACA possess 11 years of well diversified work experience in the field of Financial Management, Business Consultancies in the corporate and Audit Industry.
He is Involved in developing strategy for Financial Management, Assurance Service, Tax Planning, Vat and other relevant financial areas of Ishat Group. He is also a specialist in the area of Taxation and VAT system of Bangladesh. He loves cycling and Singing.
